ABOUT THE SOFTWARE

What is Matrix + Element

Matrix is an open, federated real-time communication protocol governed by the Matrix.org Foundation. Element is the flagship Matrix client, maintained by Element Ltd. Together they cover chat, voice and video, file sharing, and end-to-end encryption — and different homeservers can federate with each other without sharing a control plane.

The reference homeserver is Synapse, written in Python and Rust. Synapse has been licensed under AGPLv3 since November 2023; Element clients are AGPLv3 or GPLv3. Element's commercial paths — Element Cloud and Element Server Suite — are run by Element Ltd as the upstream's commercial offering.

The federated network publicly reaches 80 million users across more than 80,000 deployments. Production users include the French government's Tchap (about 400,000 monthly active users, mandated for all French civil servants since August 2025), the German Bundeswehr's BwMessenger (more than 100,000 daily users, cleared up to VS-NfD classification), Germany's BundesMessenger for federal, state, and local agencies, the Matrix.org Foundation's own homeserver (110 million accounts migrated to the new authentication service in April 2025), and open-source projects including Mozilla, KDE, GNOME, and Debian. Matrix 2.0 — Sliding Sync, native OIDC via the Matrix Authentication Service, native group voice and video via Element Call, Faster Joins, and invisible encryption — landed in late 2024 and is now standard on production homeservers.

What Matrix + Element does

Matrix and Element together cover the chat, calls, files, and presence work that Slack, Microsoft Teams, and Discord handle — with end-to-end encryption on by default, full message-history portability, and a federation model that lets different homeservers talk to each other without sharing a control plane.

End-to-end encryption (Olm and Megolm)

Every private room is end-to-end encrypted by default. Cross-signing for device verification, key backup for new-device recovery, and emoji-based verification for in-person setup.

Element Call (native MatrixRTC)

Group voice and video built on the LiveKit SFU, end-to-end encrypted across calls. Replaces Jitsi and meet.jit.si workflows without rewriting your authentication.

Bots and the application-service API

Maubot, matrix-appservice-irc, recording bots, AI bots. Application services run as first-class server-side integrations with their own namespaces and elevated permissions.

Federated rooms and direct messages

Servers federate over HTTPS; rooms replicate as DAGs to every participating homeserver. An outage on one server doesn't lose history — peers retain the event graph.

Spaces and threaded conversations

Spaces organize rooms hierarchically (parents, sub-spaces, rooms). Threads anchor discussions to a parent message. Both work cleanly across federation.

Bridges to other networks

WHY MANAGED

Why teams pick managed Matrix + Element

On August 4, 2025, the French Prime Minister mandated Tchap — France's Matrix-based messenger — for all civil-service work communications, banning WhatsApp, Signal, and Telegram. The signal travels: teams moving off proprietary chat want Matrix's openness without the Synapse operations bill. That's where managed hosting picks up.

Matrix is open, federated, and end-to-end encrypted by default. The trade-off is that running Synapse in production is a real job. Joining a popular federated room like #synapse:matrix.org can trigger a state-resolution storm that pegs CPU and database time — there's a long-running Synapse issue (matrix-org/synapse#3495) where a single send_join pulled 239,401 events out of the database four times in a row, and a 2025 issue (element-hq/synapse#18769) where a fresh install on a small VPS crashed both the Synapse process and the customer's home router from the federation packet storm. Stock Synapse ships with limit_remote_rooms.complexity and use_presence at defaults that don't survive a real federation.

The commercial-upstream path is Element Cloud or Element Server Suite. Element no longer publishes a per-seat list price — both Enterprise and Sovereign plans show "Talk to an expert" — and the free Community SKU is hard-capped at 100 users and explicitly labelled "not for production use." Teams crossing 100 users have either a sales call or a homeserver to operate.

We default Synapse to settings that survive federation. We set limit_remote_rooms.complexity: 3.0 and use_presence: false. We run Postgres with PgBouncer in transaction mode and tune txn_limit, work_mem, and shared_buffers for the workload. We set a media-retention policy (Synapse caches federated media indefinitely by default), and back up Postgres, the media folder, and the signing key every night to off-site storage. The signing key matters: lose it and your homeserver's federation identity is gone.

Matrix + Element for specific industries

Matrix is unusual in that the same protocol works equally well for a small open-source project and a 100,000-user national defence deployment — what changes is the federation policy, the retention discipline, the authentication backend, and the recording posture. Standard
NATO STANAG classifications and national equivalents such as VS-NfD (Germany) or NATO RESTRICTED. Matrix has been deployed up to NATO SECRET-equivalent.

Configuration
Closed federation via federation_domain_whitelist to a defined partner list. No public room directory. coturn pre-configured behind a perimeter firewall. Custom retention policy. Authenticated media only (Matrix 1.11+).

Workflow
A small defence-supplier team needs to coordinate with two named partner organisations and nobody else. We set the federation allowlist, disable presence federation, and tune media retention to 90 days off-server.

Scale reference
The Bundeswehr's BwMessenger scaled from 50,000 launch users in December 2020 to more than 100,000 daily users today, all inside a closed federation at the VS-NfD classification level.
Standard

Germany's gematik TI-Messenger standard — the Matrix-based mandatory messenger for the German healthcare network — rebased on Matrix v1.15 in 2025. In the UK, NHS DSPT governs equivalent obligations.

Authenticated-media endpoints only (Matrix 1.11+). End-to-end encryption forced on private rooms. Retention configured per Bundesärzteordnung (German medical-records law) or local equivalent. Integration with eHBA or SMC-B smartcard identity where required.

Workflow
A clinic-to-clinic referral room is end-to-end encrypted. A radiology image attachment is served only via authenticated media URL; the unauthenticated /_matrix/media/* endpoints are deprecated. The message ledger is retained for the legally mandated period.

Standard
The eduGAIN identity federation and GÉANT provide cross-institution single sign-on across universities and research bodies. Each participating institution operates its own identity provider; users access services across institutions without re-registering.

SAML or OIDC bridge into eduGAIN through Matrix Authentication Service. Open federation between peer university Matrix servers. Per-tenant homeservers if separate faculties want autonomy. Bridges to lab IRC and mailing-list workflows.

Workflow
A research collaboration spanning three universities and two national labs gets a shared Matrix space; each institution's users authenticate via their own identity provider; rooms federate across all five homeservers; published research-output rooms remain readable as a historical record.

MiFID II Article 16 requires investment firms to record and retain client communications for at least five years, extendable to seven by national regulators. The UK FCA's COBS 11.8 covers the equivalent domestically. FINRA Rule 3110 and SEC Rule 17a-4 cover US broker-dealer obligations with immutable, WORM-archived retention.

Workflow
A trading desk's Matrix rooms are recorded in real time to a regulator-compliant archive. Deleted media is quarantined rather than purged. The regulator's data-request workflow produces a verifiable export.

Scale reference
MiFID II retention is five years minimum; some member states require seven. The recording bot uses the Matrix application-service API, so it scales with the platform, not against it.

Technical and configuration

Synapse caches all federated media indefinitely by default — the standard failure mode that fills a storage disk in a couple of months. We set a remote-media-lifetime policy (90 days by default, adjustable per customer) and an admin-API media-quarantine workflow. Storage is monitored and we alert before disk pressure becomes a Postgres-stall problem.
Yes. We set federation_domain_whitelist to a defined list of partner homeservers, or to an empty list for full isolation. This is the configuration we use for defence-adjacent customers and most government workloads. It's a one-line config, but it's also a one-line config that's off by default — federation is open by default in stock Synapse.
