What is Matomo

Matomo is an open-source web analytics platform — pageviews, goals, funnels, heatmaps, A/B testing, tag management — with the privacy controls and data ownership that vendor-cloud analytics tools cannot offer.

Matomo is maintained by InnoCraft Ltd in Wellington, New Zealand, licensed under GPL v3, and used on more than one million websites across 190+ countries. Public-sector users include the European Commission (whose Europa Analytics service runs on Matomo across the ELA, EURES, and EDPS web estates), the French CNIL, the German Federal Press and Information Office, the New Zealand government, and the Italian government.

The October 2025 release introduced the AI Assistants acquisition channel; the November 2025 release added the AIAgents plugin, which separates ChatGPT, Copilot, Gemini, Claude, and Perplexity traffic from human visitors using two ready-to-use segments. Matomo 5 ships with 40+ officially-maintained plugins in core and roughly 22 premium plugins in the marketplace covering heatmaps, funnels, A/B testing, custom reports, form analytics, SAML SSO, and white-labelling.

WHY MANAGED

Why teams pick managed Matomo

On 1 September 2025, the French CNIL imposed its largest cookie-and-consent sanction on record — €325 million against Google, alongside a parallel €150 million against another large advertiser the same day. Teams that had been deferring the analytics question stopped deferring it.

Matomo for specific industries

Different industries put different demands on a Matomo instance — different retention windows, different privacy postures, different plugins, different multi-site patterns. Five we see often, with what changes per industry.

Public-sector teams operate under data-protection law and national e-government data-sovereignty rules — Germany's BSI C5, France's SecNumCloud preferences. The French CNIL has formally listed Matomo configurations that can operate without prior consent under Article 82 of the French Data Protection Act, which is part of why the European Commission's own Europa Analytics service runs on Matomo across the ELA, EURES, and EDPS web estates with a 13-month log retention policy.

On a public-sector DANIAN-managed Matomo we set IP anonymisation to 3 bytes (the stricter floor for anonymised storage), enforce browser_archiving_disabled = 1, honour Do-Not-Track at the tracker level, and cap raw-data retention at 13 months by default. A federal agency's accessibility team uses the Transitions report to identify which guidance pages citizens leave from soonest, and instruments form abandonment via Form Analytics to spot legalese that loses applicants on the third screen.
Agencies operating across client jurisdictions need ePrivacy-compliant cookie posture per client and demonstrable per-client data isolation under processor agreements. Matomo's native multi-site model handles this cleanly: one measurable per client domain, scoped API tokens, and per-site retention policies. The WhiteLabel premium plugin lets each client's dashboard carry the agency's logo, colours, and custom domain.

Roll-Up Reporting so the partners see consolidated portfolio metrics without exposing client-A's numbers to client-B, and QueuedTracking pre-configured. Matomo 5.6 (November 2025) added the AIAgents plugin with ready-to-use ai agent and human segments, so editors can compare reach metrics side by side without scraper hits polluting the human pageview count.
Higher-education institutions operate under data-protection law plus Länder-level rules in Germany (Hessen and Baden-Württemberg have explicitly told schools to stop using GA4); US institutions add FERPA on top; UK schools follow the DfE's 2025 guidance on processor agreements for school data. The compliance posture must be defensible to a registrar, not just to a marketing team.

We deploy education instances with strict IP anonymisation (3 bytes), cookieless tracking by default, and the institution's logo and primary colour in the dashboard. Matomo's data-anonymisation tools built into core 5.x allow super-users to anonymise previously tracked raw data by site, date range, and column — used by registrars responding to right-to-erasure requests from former students. The 100-custom-dimension allowance on self-hosted (vs. 30 on Cloud) matters for institutions that segment by faculty, program, and cohort.

Technical and configuration

That's the AIAgents plugin shipped in Matomo 5.6 in November 2025. It auto-enables on new installs and adds an extra column to log_visit, plus two ready-to-use segments: ai agent and human.

On upgraded instances we enable the plugin explicitly and plan the schema migration carefully for very large databases. It pairs with the AI Assistants acquisition channel from 5.5 to give a full picture of how AI tools intersect with the site.
We read release notes for breaking changes, take a database snapshot, disable third-party plugins via console (./console plugin:deactivate PluginName), upload new files, run ./console core:update, and re-enable plugins one by one. InnoCraft-maintained premium plugins keep pace with new core releases; community plugins sometimes lag and can force a downgrade if you push the update blindly.

Matomo's Safe Mode catches incompatible plugins on boot, but a clean planned upgrade is faster than a Safe Mode recovery.
Four settings, applied together: anonymise IPs by 2 or 3 bytes under Privacy → Anonymize Data, enable "use anonymised IP for geolocation," disable cookies in the tracker (_paq.push(['disableCookies'])), and cap raw-data retention to 13 months. Matomo 5.5's optional config_id randomisation tightens the cookieless mode further.

The CNIL's published list of analytics tools includes Matomo configurations that can operate without prior consent. Verify against your data-protection officer's interpretation before turning off the banner.
Custom variables are deprecated. Custom Dimensions, in core since Matomo 2.15 and recommended since Matomo 4, are the replacement.

Dimensions are typed (visit-scope or action-scope), queryable via the Reporting API, and the self-hosted allowance is 100 dimensions per measurable — vs. 30 on Matomo Cloud Business. We provision new instances with dimension slots ready and the migration tooling on hand for accounts that still carry legacy custom variables.

Universal Analytics was fully sunset by Google in July 2024, so historical UA import is no longer broadly supported beyond whatever you exported before that date. We help size the import and run it from our side if it's larger than a few months.
