What is Loomio

Loomio is a Ruby on Rails decision-making platform built around formal proposals, threaded discussions, and a permanent decision archive. It runs entirely on infrastructure the user controls.

Loomio is AGPL-3.0 licensed and built by Loomio Cooperative Limited, a worker-owned cooperative based in Wellington, Aotearoa New Zealand. The project started in 2012, growing out of conversations between Wellington Occupy activists and the Enspiral network.

The project sits at 2.5k GitHub stars and 701 forks on github.com/loomio/loomio, with more than 70 contributors and a Ruby codebase of over 10,000 commits. Loomio ships translations in 35 languages and is in active use across more than 100 countries — the canonical open-source choice in 2026 for groups that need to make decisions, not just talk.

WHY MANAGED

Why teams pick managed Loomio

The EU Data Act applied on 12 September 2025, and the European Commission published the EU Cloud Sovereignty Framework in October 2025. Both nudged European cooperatives and advocacy organizations toward self-hostable, EU-sovereign governance tools — but running Loomio well in production is a different problem from using it well.

Self-hosting Loomio is not just docker compose up. A production instance needs HTTPS termination at a reverse proxy with the right host and forwarded headers; a second TLS certificate for the hocuspocus.* subdomain the collaborative editor uses; a dedicated worker container running hourly rake tasks (closing proposals, sending the "Yesterday on Loomio" digest at 6 a.m. in each user's timezone); and SMTP credentials with SPF and DKIM published.

The most expensive failure mode is the quiet one. The Loomio team is candid about this in their own release notes. Upgrading across a long version gap requires stepping through specific tags one at a time so each set of database migrations completes cleanly. The loomio-deploy README spells it out: "Please upgrade through the following versions. You need to edit .env and change LOOMIO_CONTAINER_TAG to each version, then run ./update.sh" — currently v2.4.2 → v2.8.8 → v2.11.13 → v2.15.4 → v2.17.1 for old instances. Skip a step and migrations strand the database in an inconsistent state. The v3.0.16 release notes added: "If you're running loomio-deploy, you will need to edit docker-compose.yml and update redis to 8.4." Easy to miss in a busy week.

Loomio fits where a group needs methodology over noise, audit trail over chat history, and one platform that scales from a 15-person worker cooperative to a 13,000-member advocacy network. Four segments where the fit is strongest.

Cooperatives are bound by the International Cooperative Alliance's Statement on the Cooperative Identity, in particular Principle 2 (Democratic Member Control: one member, one vote) and Principle 3 (Member Economic Participation). Both require a recorded, auditable trail of member decisions — exactly what Loomio's formal proposal step (agree, abstain, disagree, block) produces.

The loomio-deploy repository is honest about what comes after the first compose-up. The README is explicit: "Please upgrade through the following versions. You need to edit .env and change LOOMIO_CONTAINER_TAG to each version, then run ./update.sh" — currently the step-through path is v2.4.2 → v2.8.8 → v2.11.13 → v2.15.4 → v2.17.1 for old instances. Yes. Loomio's official help docs confirm per-group export to CSV, HTML, or JSON; the JSON export is the format used "for when you want to move your group data to a self-hosted Loomio instance." Standard Postgres dumps and the file volumes (/uploads, /files, /storage) are also available on request.
Loomio exposes JSON endpoints used by its own client; they are usable for automation but are not formally documented as a stable public API. For chat integrations, the supported path is the built-in Slack, Mattermost, Matrix, and Microsoft Teams connectors. We can wire a long-lived token for client-side automation on request.

Chat and email don't map cleanly onto Loomio's threaded-discussion-plus-proposal structure, so the standard path is a clean start with selective copy-paste of key prior decisions. Most groups treat the migration as an upgrade rather than a 1-to-1 port — chat tools are designed for conversation, Loomio for decisions, and the histories rarely overlap.
